Details Page
The details page (policyDetails, shown as Policy Details) is a read-only strip of tabs that users can open in any order. It never changes data, so there are no per-tab buttons and no read-only flag to set. It is set in the product's pages:

Control tab visibility with scope for now, not with role or data conditions. The details page is resolved without the entity's data or the user's roles, so those conditions don't apply reliably.
